Since April 1st, Japanese government has loosened the regulation for foreigners to establish companies.

In addition, they opened Tokyo One-Stop Business Establishment Center in National Strategy Zone, Akasaka.

It is very convenient because they can do all procedures they need to establish companies, for example, Company Registration, file tax, immigration, Employment insurance, Labor insurance, Health insurance.

I think for foreign entrepreneurs to start their business is much easier than before, however, they are still required to rent an office space at the beginning.
